TO AMEND S.1503 TO PROVIDE THAT AUTHORITY OF THE ACT SHALL NOT BE USED TO IMPOSE OR IMPLEMENT ANY TAX, TARIFF, OR USER FEE; THAT THE PRESIDENT MAY INVOKE A RATIONING PLAN FOR GASOLINE AND DIESEL FUEL PROVIDED THAT THE BURDEN OF REDUCED SUPPLIES OF GASOLINE AND DIESEL FUEL BE SHARED IN A FAIR AND EQUITABLE MANNER AND THAT THE ECONOMIC AND SOCIAL IMPACTS OF SUCH A RATIONING PLAN BE MINIMIZED, AND THAT SUCH A PLAN SHOULD BE SUFFICIENTLY FLEXIBLE TO RESPOND TO CHANGED CONDITIONS AND SUFFICIENTLY SIMPLE TO BE EFFECTIVELY ADMINISTERED AND ENFORCED.
