TO AMEND THE CHILES AMENDMENT TO S. 1112 WITH AN AMENDMENT IN THE NATURE OF A SUBSTITUTE. THE HEINZ AMENDMENT PROVIDES THAT THE ADMINISTRATION SHALL EMPHASIZE AND CONTINUE TO IMPLEMENT POLICIES NECESSARY TO SUSTAIN THE DOWNWARD MOVEMENT OF INTEREST RATES. THE CHILES AMENDMENT DIRECTS THAT, BY NOVEMBER 25 THE PRESIDENT IN COOPERATION WITH THE FEDERAL RESERVE SYSTEM, SHALL EXERCISE APPROPRIATE AUTHORITIES TO ASSURE AN ADEQUATE FLOW OF CREDIT TO SMALL BORROWERS AT AFFORDABLE PRICES.
