TO TABLE THE GLENN AMENDMENT TO H.R. 4995, TO PROVIDE THAT IT IS THE SENSE OF THE CONGRESS THAT THE UNITED STATES SHOULD NOT TAKE ANY ACTION IN CONNECTION WITH ITS DEFENSE PROGRAMS WHICH WOULD UNDERCUT EXISTING STRATEGIC ARMS LIMITATION AGREEMENTS, UNLESS THE PRESIDENT DETERMINES AND SO INFORMS CONGRESS, (1) THAT THE SOVIET UNION IS NO LONGER EXERCISING THE SAME RESTRAINT, OR (2) THAT SUCH ACTION WOULD BE VITAL TO THE NATIONAL SECURITY INTEREST OF THE UNITED STATES.
