THE DOLE SUBSTITUTE AMENDMENT MAKES A FEW TECHNICAL AND CONFORMING CHANGES TO THE COMMITTEE BILL S. 1957, AND IT DELETES ONE FINANCE COMMITTEE AMENDMENT TO THE BILL THAT WOULD LIMIT FUTURE BORROWING BY THE BLACK LUNG TRUST FUND FROM THE GENERAL FUND OF THE TREASURY.
