TO TABLE THE HART AMENDMENT TO H.R. 4717, A BILL AMENDING THE EFFECTIVE DATE PROVISION OF SECTION 402(B)(3) OF THE WINDFALL PROFIT TAX ACT OF 1980 TO FURTHER DEFER THE EFFECTIVE DATE OF CERTAIN PROVISIONS PROVIDING FOR THE RECOGNITION AS INCOME OF LIFO INVENTORY AMOUNTS. THE HART AMENDMENT PROVIDES THAT THE PRESIDENT SHOULD NOW ACT TO IMPOSE A BAN ON THE IMPORT OF LIBYAN OIL INTO THE UNITED STATES; THAT THE PRESIDENT SHOULD ACTIVELY URGE ALL NATIONS, INCLUDING OUR EUROPEAN ALLIES AND JAPAN, TO STRENGTHEN THEIR COOPERATION AGAINST INTERNATIONAL TERRORISM, AND COORDINATE INTERNATIONAL MEASURES TO ESTABLISH AND MAINTAIN A TOTAL PROHIBITION OF ALL IMPORTS OF LIBYAN OIL, IN ORDER TO BRING TO THE EARLIEST POSSIBLE END THE INTERNATIONAL TERRORIST (CONTINUED) PRACTICES OF THE CURRENT LIBYAN REGIME.
