THE MELCHER AMENDMENT PLACES A LIMIT ON THE AMOUNT OF INTEREST THAT CAN BE IMPUTED BY THE INTERNAL REVENUE SERVICE UNDER SECTION 483 OF THE CODE ON CERTAIN QUALIFIED PROPERTY. (MOTION PASSED)
