THE ARMSTRONG AMENDMENT AMENDS THE INTERNAL REVENUE CODE OF 1954 TO LIMIT THE DEDUCTION OF LIVING EXPENSES BY MEMBERS OF CONGRESS, AND IT ELIMINATES THE PROVISION WHICH ALLOWS SUCH DEDUCTION WITHOUT SUBSTANTIATION OF SUCH EXPENSES.
