TO TABLE THE BENSTEN AMENDMENT TO THE ROTH AMENDMENT TO S. 2248. THE ROTH AMENDMENT ESTABLISHES AN OFFICE OF INSPECTOR GENERAL IN THE DEPARTMENT OF DEFENSE.
