THE ROTH AMENDMENT ESTABLISHES AN OFFICE OF INSPECTOR GENERAL IN THE DEPARTMENT OF DEFENSE. UNDER THE PROVISIONS OF THE BENSTEN AMENDMENT THE INSPECTOR GENERAL WOULD BE MORE AUTONOMOUS.
