TO TABLE THE HELMS AMENDMENT TO S. 2222 TO SET FORTH THE POLICY OF THE UNITED STATES TO DISCOURAGE ILLEGAL IMMIGRATION, AND FEDERAL AND STATE WELFARE, EDUCATIONAL AND OTHER SOCIAL POLICIES SHOULD ACCORDINGLY BE DIRECTED TO THIS END. THE HELMS AMENDMENT ALSO PROVIDES THAT, CONSISTENT WITH NATIONAL IMMIGRATION POLICY AS MADE BY THE CONGRESS, THE STATES SHOULD BE FREE TO PROVIDE OR NOT TO PROVIDE, IN THEIR DISCRETION, FREE PUBLIC SERVICES, INCLUDING PUBLIC EDUCATION TO ILLEGAL ALIENS AND THEIR DEPENDENTS, AND THAT NO STATE SHALL BE REQUIRED TO PROVIDE FREE PUBLIC SERVICES, INCLUDING FREE PUBLIC EDUCATION TO ILLEGAL ALIENS AND THEIR (CONTINUED) DEPENDENTS.
