TO AMEND H. J. RES. 520 WITH AN AMENDMENT IN THE NATURE OF A SUBSTITUTE. THE DOLE SUBSTITUTE AMENDMENT MAKES A TECHNICAL CHANGE IN THE PREVIOUS DOLE AMENDMENT. THE ORIGINAL DOLE AMENDMENT ESTABLISHES PERIOD OF ONE YEAR AS THE AMOUNT OF TIME AN INVESTMENT MUST BE HELD IN ORDER TO QUALIFY FOR LONG-TERM CAPITAL GAINS TAX RATE. THE DOLE SUBSTITUTES REDUCES BY SIX MONTHS THE AMOUNT OF TIME AN INVESTMENT MUST BE HELD IN ORDER TO QUALIFY FOR LONG-TERM CAPITAL GAINS TAX RATES. (MOTION PASSED)
