TO AMEND S. 2572, A BILL EXTENDING AUTHORIZATIONS FOR THE CONTRACT SERVICES FOR DRUG DEPENDENT FEDERAL OFFENDERS ACT OF 1978 AND STRENGTHENING LAW ENFORCEMENT IN THE AREAS OF VIOLENT CRIME AND DRUG TRAFFICKING. THE SPECTER AMENDMENT REQUIRES THAT ANY PERSON DETAINED PRIOR TO TRIAL SHALL BE TRIED WITHIN SIXTY DAYS. (MOTION FAILED)
