THE WALKER AMENDMENT PERMITS THE SECRETARY OF COMMERCE TO WAIVE THE REQUIREMENTS OF ANY RULE OR REGULATION PROMULGATED UNDER ANY FEDERAL LAW UNDER THIS BILL IF AN ELIGIBLE UNIT OF LOCAL GOVERNMENT DEMONSTRATES THAT SUCH A WAIVER WILL RESULT IN A SUBSTANTIAL INCREASE IN THE LEVEL OF EMPLOYMENT WHICH IS AVAILABLE WITHIN THE JURISDICTION OF SUCH GOVERNMENT.
