THE SCHUMER AMENDMENT REQUIRES THE UNITED STATES TO WORK FOR CHANGES IN FUND GUIDELINES, POLICIES, AND DECISIONS TO CONVERT SHORT-TERM BANK DEBT MADE AT HIGH INTEREST RATES INTO LONG-TERM DEBT AT LOWER RATES OF INTEREST.
