THE SCHROEDER AMENDMENT REDUCES THE NUMBER OF TROOPS WE HAVE STATIONED ABROAD DOWN TO THE FISCAL YEAR 1980 LEVEL, OR BY ABOUT 29,000. THE SKELTON SUBSTITUTE EXPRESSES THE SENSE OF CONGRESS THAT OUR ALLIES HAVE NOT DONE ENOUGH TO PROMOTE THEIR COMMON DEFENSE AND THAT THE PRESIDENT SHOULD ENCOURAGE OUR ALLIES TO ACCEPT THEIR INTERNATIONAL SECURITY RESPONSIBILITIES.
