THE WRIGHT AMENDMENT PROHIBITS COVERT ASSISTANCE FOR MILITARY OPERATIONS IN NICARAGUA; AUTHORIZES OVERT INTERDICTION ASSISTANCE; AND DIRECTS THE PRESIDENT TO SEEK ACTION BY THE ORGANIZATION OF AMERICAN STATES TO BRING ABOUT COMPLIANCE BY NICARAGUA WITH COMMITMENTS MADE AND WITH THE OAS CHARTER. THE HYDE AMENDMENT MAKES THE PROHIBITION EFFECTIVE 30 DAYS AFTER THE PERMANENT SELECT COMMITTEE ON INTELLIGENCE AND THE COMMITTEES ON FOREIGN AFFAIRS AND ARMED SERVICES HAD HELD HEARINGS ON THE FEASIBILITY OF THE OVERT INTERDICTION ASSISTANCE PROGRAM.
