H.R. 3021 AMENDS THE SOCIAL SECURITY ACT TO AUTHORIZE FUNDING FOR A PROGRAM OF GRANTS TO STATES INTERESTED IN PROVIDING HEALTH CARE BENEFITS FOR THE UNEMPLOYED. H.R. 3021 AUTHORIZES $350 MILLION IN FISCAL YEAR 1983, $1.87 BILLION IN FISCAL YEAR 1984, AND $1.54 BILLION IN FISCAL YEAR 1985. THE BILL ALSO AUTHORIZES A DISCRETIONARY GRANT PROGRAM OF $96 MILLION IN FISCAL YEAR 1984, $77 MILLION IN FISCAL YEAR 1985, AND $60 MILLION IN FISCAL YEAR 1986 FOR ASSISTANCE TO HOSPITALS PROVIDING SERVICES TO THE UNEMPLOYED AND THE UNINSURED.
