THE BURTON AMENDMENT REQUIRES THE SECRETARY OF THE TREASURY TO INSTRUCT THE UNITED STATES REPRESENTATIVES TO THE IMF TO VOTE AGAINST ANY LOAN WHICH WOULD GIVE A COMMUNIST OR THIRD WORLD COUNTRY A RATE LESS THAN THE SMALL BUSINESS ADMINISTRATION GUARANTEED LOAN RATE. THE ST GERMAIN AMENDMENT INSTRUCTS THE SECRETARY OF THE TREASURY AND THE UNITED STATES EXECUTIVE DIRECTOR OF THE IMF TO STUDY THE FUND'S POLICIES ON SETTING INTEREST RATES BELOW MARKET RATES.
