TO AMEND H.R. 3520 TO CHANGE THE FORMULA FOR DISTRIBUTION OF LOW-INCOME ENERGY ASSISTANCE TO STATES. THE CURRENT FORMULA ALLOCATES ASSISTANCE BASED UPON GENERAL FORMULAS WHICH INCORPORATE THE ABILITY OF THE POOR TO PAY ENERGY COSTS ONLY AS A MINOR FACTOR. THE MAJOR DATA USED ARE HEATING-DEGREE DAYS AND TOTAL RESIDENTIAL ENERGY COSTS. THE MOORHEAD AMENDMENT WOULD PROVIDE A FORMULA BASED SPECIFICALLY ON THE ENERGY EXPENDITURE PATTERNS OF LOW INCOME CONSUMERS. IT REQUIRES THAT 25 PERCENT OF THE FORMULA BE BASED ON LOW-INCOME ENERGY COSTS. (MOTION PASSED)
