THE LONG SUBSTITUTE REQUIRES THE PRESIDENT TO INVOKE THE WAR POWERS RESOLUTION BY THE END OF NOV., OR AT THE END OF ANY MONTH THEREAFTER, UNLESS HE CERTIFIED TO CONGRESS THAT A CEASEFIRE WAS IN EFFECT AND WAS BEING OBSERVED BY ALL PARTIES, AND THAT SIGNIFICANT PROGRESS WAS BEING MADE IN NEGOTIATIONS TO BROADEN THE BASE OF THE LEBANESE GOVERNMENT AND TO ACHIEVE A POLITICAL RESOLUTION OF EXISTING DIFFERENCES. (MOTION FAILED)
