THE WOLPE AMENDMENT PROHIBITS EXPORTS OF NUCLEAR GOODS OR TECHNOLOGY UNLESS THE IMPORTING COUNTRY MAINTAINS INTERNATIONAL ATOMIC ENERGY AGENCY SAFEGUARDS ON ALL ITS PEACEFUL NUCLEAR ACTIVITIES. THE ROTH AMENDMENT PERMITS NUCLEAR EXPORTS IF THE GOODS OR TECHNOLOGY ARE AVAILABLE FROM A FOREIGN SUPPLIER. (MOTION FAILED)
