THE NICHOLS AMENDMENT ATTEMPTS TO EXPAND COMPETITION AS A MEANS OF ENDING THE EXCESSIVE PRICES THE DEPARTMENT OF DEFENSE PAYS FOR SPARE PARTS PROCUREMENT. THE BEDELL AMENDMENT PROVIDES REFORMS IN THE THE DEFENSE PROCUREMENT SYSTEM (INCLUDING THE PROCESS OF ACQUIRING AND MANAGING SPARE PARTS), INCREASES COMPETITION IN CONTRACTING, REQUIRES COMPETITION IN CONTRACTING, ANNUAL REPORTS ON THE MANAGEMENT OF THE ACQUISITION OF SUPPLIES, AND MAKES CHANGES CONCERNING PROPRIETARY CONTROL OVER SPARE PARTS DESIGN.
