TO AMEND H.R. 3135, A BILL APPROPRIATING $1.476 MILLION IN FUNDS FOR THE LEGISLATIVE BRANCH OF THE FEDERAL GOVERNMENT FOR FISCAL YEAR 1984. THE GARN AMENDMENT PROVIDES THAT ALL UNEARNED INCOME RECEIVED BY A SENATOR IN EXCESS OF 30 PERCENT OF THE ANNUAL SALARY BE PLACED IN AN UNEARNED INCOME TRUST AND BE UNAVAILABLE TO THE SENATOR FOR THE TERM OF SENATE SERVICE.
