THE GARN AMENDMENT PROVIDES THAT ALL UNEARNED INCOME RECEIVED BY A SENATOR IN EXCESS OF 30 PERCENT OF THE ANNUAL SALARY BE PLACED IN AN UNEARNED INCOME TRUST AND BE UNAVAILABLE TO THE SENATOR FOR THE TERM OF SENATE SERVICE.
