TO TABLE THE TOWER AMENDMENT TO S. 675. THE TOWER AMENDMENT PROVIDES THAT IT IS THE SENSE OF THE SENATE THAT THE PRESIDENT'S COMMISSION ON STRATEGIC FORCES (THE SCOWCROFT COMMISSION) HAS RENDERED AN OUTSTANDING PUBLIC SERVICE AND THAT ITS REPORT, RECOMMENDING A BALANCED PROGRAM OF STRATEGIC FORCE MODERNIZATION AND ARMS CONTROL INITIATIVES, IS A SOUND BLUEPRINT FOR MAINTAINING EFFECTIVE DETERRENCE AND INTERNATIONAL STABILITY FOR THE FUTURE. THE AMENDMENT PROVIDES FURTHER THAT THE SENATE ENDORSES THE DEPLOYMENT OF MX MISSILES IN EXISTING MINUTEMAN SILOS AND THE ASSOCIATED AUTHORIZATION OF FUNDS IN THE BILL AS BEING, UNDER PRESENT CIRCUMSTANCES, AN INDISPENSABLE COMPONENT OF A SOUND NATIONAL SECURITY POSTURE.
