THE MOYNIHAN AMENDMENT REVISES PROVISIONS TO INCLUDE NEW BENEFITS FOR INDIVIDUALS WHO HAVE EXHAUSTED THEIR ENTITLEMENT, AND ALLOWS AN ALTERNATE MEASUREMENT BASED UPON THE TOTAL UNEMPLOYMENT RATE.
