THE HOLLINGS AMENDMENT EXPRESSES THE SENSE OF THE CONGRESS THAT THE CURRENT RESTRICTION ON THE ANNUAL COST-OF-LIVING ADJUSTMENTS FOR RETIRED FEDERAL CIVILIAN EMPLOYEES AND RETIRED MEMBERS AND FORMER MEMBERS OF THE UNIFORMED SERVICES WHO ARE UNDER 62 YEARS OF AGE SHOULD NOT BE EXTENDED BEYOND FISCAL YEAR 1985.
