TO AMEND THE WARNER AMENDMENT TO S. 2723 WITH A PERFECTING AMENDMENT. THE WARNER AMENDMENT PREVENTS FUNDS FROM BEING OBLIGATED OR EXPENDED TO TEST ANY EXPLOSIVE OR INERT ANTISATELLITE WARHEADS AGAINST OBJECTS IN SPACE UNLESS THE PRESIDENT MAKES CERTAIN DETERMINATIONS AND CERTIFICATIONS TO THE CONGRESS. THE WALLOP PERFECTING AMENDMENT PROVIDES THAT NOTHING IN THE AMENDMENT SHALL BE CONSTRUED TO LIMIT THE ABILITY OF THE PRESIDENT TO ACT IN A MANNER CONSISTENT WITH THE NATIONAL SECURITY INTERESTS OF THE UNITED STATES.
