TO TABLE THE HELMS AMENDMENT TO H.R. 5712. THE HELMS AMENDMENT PROVIDES THAT: NO FUNDS SHALL BE EXPENDED BY THE DEPARTMENT OF COMMERCE TO PROMOTE TRADE WITH BULGARIA, INCLUDING BUT NOT LIMITED TO EXPENDITURES FOR TRADE FAIRS, TRADE SPECIALISTS, AND THE BULGARIAN-U.S. BUSINESS ROUNDTABLE OR ANY OTHER SUCH JOINT BODY; THAT NO FUNDS SHALL BE EXPENDED BY THE DEPARTMENT OF STATE TO PROMOTE TRADE WITH BULGARIA; AND THAT IT IS THE SENSE OF THE SENATE THAT BULGARIA SHOULD NOT BE ENGAGED IN STATE-SPONSORED TERRORISM.
