THE TSONGAS AMENDMENT LIMITS THE INCREASE IN THE LIMIT ON THE PUBLIC DEBT AND PROVIDES FOR CONSIDERATION OF DEFICIT REDUCTION LEGISLATION PRIOR TO CONSIDERATION OF ANOTHER INCREASE IN THE PUBLIC DEBT. THE MELCHER AMENDMENT AMENDS THE INTERNAL REVENUE CODE OF 1954, TO CLARIFY THE APPLICATION OF IMPUTED INTEREST ACCRUED RULES IN THE CASE OF SALES OF RESIDENCES, FARMS AND REAL PROPERTY USED IN A TRADE OR BUSINESS.
