THE WALKER AMENDMENT EXPRESSES THE SENSE OF CONGRESS THAT THE FISCAL YEAR 1986 EXPENDITURES OF THE PANAMA CANAL COMMISSION BE FROZEN AT 1985 LEVELS AND THAT ALL POSSIBLE STEPS BE TAKEN TO ASSURE THAT ANY SAVINGS RESULTING FROM THIS ACTION ACCRUE TO THE GENERAL FUNDS OF THE TREASURY.
