TO AMEND THE COURTER AMENDMENT TO H R 1872. THE COURTER AMENDMENT INCREASES THE PERCENTAGE OF COMPETITIVE CONTRACTS BY 5 PERCENT PER YEAR UNTIL WE REACH A THRESHOLD OF 70 PERCENT OF THE CONTRACTS IN THE DEPARTMENT OF DEFENSE THAT ARE COMPETITIVELY BID. THIS PARTICULAR AMENDMENT REQUIRES THE SECRETARY OF DEFENSE TO SUBMIT TO THE COMMITTEE ON ARMED SERVICES OF THE SENATE AND THE HOUSE OF REPRESENTATIVES, NOT LATER THAN 90 DAYS AFTER THE END OF THAT FISCAL YEAR, A REPORT EXPLAINING WHY THE DEPARTMENT OF DEFENSE HAD NOT MET THE ABOVE MENTIONED GOAL.
