TO AMEND THE BOXER AMENDMENT TO H R 1872 WITH AN AMENDMENT IN THE NATURE OF A SUBSTITUTE. THE BOXER AMENDMENT REQUIRES DEFENSE AGENCIES TO MAINTAIN RECORDS OF CONTRACTORS' PROPOSED AND NEGOTIATED COST AND PRICING DATA ACQUIRED BY THE AGENCY IN APPROPRIATE CATEGORIES. THE COURTER AMENDMENT REQUIRES THE GAO TO REPORT TO THE COMMITTEES ON ARMED SERVICES OF THE HOUSE AND SENATE ON THE FEASIBILITY OF REQUIRING THAT BILLS OF LABOR AND MATERIAL BE FURNISHED TO THE GOVERNMENT ON DEVELOPMENT AND PRODUCTION CONTRACTS. THIS AMENDMENT ALSO REQUIRES THAT THE HOUSE COMMITTEE ON ARMED SERVICES HOLD HEARINGS THE SUBJECT OF LABOR STANDARD HOURS WITHIN 90 DAYS OF RECEIVING THE GAO REPORT. (MOTION FAILED)
