THE BROWN AMENDMENT PROHIBITS ANTISATELLITE (ASAT) WEAPONS TESTS AGAINST OBJECTS IN SPACE UNLESS THE PRESIDENT CERTIFIES THAT THE SOVIET UNION HAS RESUMED ASAT TESTS. (MOTION PASSED)
