TO AMEND THE BENNETT AMENDMENT WITH AN AMENDMENT IN THE NATURE OF A SUBSTITUTE. THE BENNETT AMENDMENT PERMITS MEMBERS OF THE ARMED FORCES TO ASSIST IN DRUG ENFORCEMENT ACTIVITIES OUTSIDE THE LAND AREA OF THE UNITED STATES UPON REQUESTS OF OTHER FEDERAL AGENCIES. THE ENGLISH AMENDMENT PROVIDES FOR A STUDY ON DRUG-INTERDICTION ASSISTANCE TO CIVILIAN LAW ENFORCEMENT PERSONNEL.
