THE SMITH AMENDMENT: STATES THE SENSE OF CONGRESS REGARDING VOLUNTARY FAMILY PLANNING; RESTRICTS FUNDING FOR POPULATION PLANNING IN THE PEOPLE'S REPUBLIC OF CHINA, INCLUDING FUNDING THROUGH INTERNATIONAL ORGANIZATIONS WITH POPULATION PROGRAMS FOR THAT COUNTRY; AUTHORIZES THE PRESIDENT TO ANNUALLY DETERMINE IF THERE ARE VALID REPORTS OF PRC COERCIVE POPULATION CONTROL PRACTICES, AND TO ADVISE THAT GOVERNMENT OF ITS NEGATIVE IMPACT ON UNITED STATES-CHINA RELATIONS; AND AUTHORIZES THE PRESIDENT TO WITHHOLD FUNDING EARMARKED FOR CHINA FROM THE UNITED NATIONS FUND FOR POPULATION ACTIVITIES FOR OBLIGATION TO OTHER POPULATION ASSISTANCE PROGRAMS. THE FASCELL AMENDMENT PRESERVES THE EARMARKING OF UNITED NATIONS FUND FOR POPULATION ACTIVITIES ASSISTANCE FOR THE PEOPLE'S REPUBLIC OF CHINA. (MOTIO FAILED)
