THE AMENDMENT REQUIRES THAT THE SOUTHERN CALIFORNIA RAPID TRANSIT DISTRICT CREATE AN INDEPENDENT COMMITTEE THAT WOULD ASSURE THAT THE SUBWAY TUNNELING WOULD AVOID DANGEROUS POCKETS OF METHANE GAS.
