AN AMENDMENT TO H R 3500 BUDGET RECONCILIATION THAT ELIMINATES FUNDING FOR MOST HOUSING PROGRAMS, FOR THE OCEAN AND COASTAL RESOURCES MANAGEMENT AND DEVELOPMENT BLOCK GRANT PROGRAM, AND FOR THE COASTAL ZONE MANAGEMENT ACT. IT ALSO REMOVES THE HIGHWAY AND AIRPORT TRUST FUNDS FROM THE BUDGET IN 1989 AND REDUCES FEDERAL CIVILIAN PAY INCREASES IN 1987 AND 1988.
