ALL THE AMENDMENTS HAVE SCHEDULES TO REDUCE THE NATIONAL DEFICIT BY STIPULATED AMOUNTS EACH YEAR UNTIL THE BUDGET IS BALANCED. UNDER EACH PLAN, THE PRESIDENT MUST CUT SPENDING FOR ALMOST ALL PROGRAMS EACH YEAR IF IT APPEARS THAT OVERALL SPENDING FOR THAT YEAR WILL PASS THE STIPULATED LIMIT. (MOTION FAILED)
