MOTION FOR THE CONFEREES IN BOTH THE HOUSE AND SENATE CONCERNING H J RES 372 AGREE THAT THERE MUST BE A SCHEDULE TO BALANCE THE NATIONAL BUDGET BY 1991 AND THAT THE SCHEDULE MUST STIPULATE LIMITS FOR EACH YEAR THAT THE DEFICIT MAY NOT PASS. THE MOTION ALSO HAS THE CONFEREES DISAGREE TO A SECTION OF THE RESOLUTION THAT WOULD PREVENT THE GOVERNMENT FROM FOLLOWING THE SCHEDULE IF THE COURTS DEEMED ANY PART OF THE RESOLUTION UNCONSTITUTIONAL. (MOTION FAILED)
