TO AMEND S 1200 BY GRANTING LEGAL STATUS TO ILLEGAL ALIENS WHO HAVE RESIDED IN THE UNITED STATES SINCE JANUARY 1, 1981. THE AMENDMENT OPPOSES THE CREATION OF A SPECIAL COMMISSION TO APPLY SANCTIONS AGAINST EMPLOYERS WHO HIRE ILLEGAL ALIENS, AS WELL NEW ENFORCEMENT PROVISIONS.
