TO SUSPEND THE SPENDING-LIMITATION REQUIREMENT INCLUDED IN THE 1985 BALANCED BUDGET AND EMERGENCY DEFICIT CONTROL ACT (THE GRAMM-RUDMAN-HOLLINGS BALANCED BUDGET LAW) WITH RESPECT TO THE HOUSE AMENDMENT TO THE SENATE AMENDMENT TO H J RES 534 COMMODITY CREDIT CORPORATION SUPPLEMENTAL APPROPRIATION. THE HOUSE AMENDMENT WOULD ALLOCATE FUNDS FOR THE FARMERS HOME ADMINISTRATION AT THE LEVEL SPECIFIED IN THE CONTINUING FUNDING RESOLUTION RATHER THAN AT THE LEVEL PROVIDED IN THE 1985 FARM BILL. (THREE-FIFHS OF THOSE SENATORS DULY CHOSEN AND SWORN DID NOT VOTE IN THE AFFIRMATIVE).
