TO TABLE THE PROXMIRE, WI) APPEAL OF THE CHAIR'S RULING THAT THE PROXMIRE AMENDMENT WAS NOT GERMANE BECAUSE IT WAS LEGISLATION ON AN APPROPRIATIONS BILL. THE PROXMIRE AMENDMENT WOULD DECREASE THE RESTRICTION ON OUTSIDE HONORARIA EARNINGS FROM 40% OF A SENATOR'S SALARY TO 30%.
