MOTION TO WAIVE THE SPENDING AUTHORITY LIMITS OF THE 1985 BALANCED BUDGET AND EMERGENCY DEFICIT CONTROL ACT (PL 99-177) IN ORDER TO AMEND THE TRADE ACT OF 1974. THE SUBSEQUENT AMENDMENT WOULD PROVIDE TRADE ADJUSTMENT ASSISTANCE TO WORKERS AND FIRMS WHICH SUPPLY PARTS AND SERVICES TO THE OIL AND GAS INDUSTRY.
