TO ADOPT THE RUDMAN AMENDMENT TO THE FINANCE COMMITTEE AMENDMENT TO HJ RES 668, THE PUBLIC DEBT LIMIT INCREASE BILL, WHICH WOULD MODIFY PROCEDURES UNDER THE BALANCED BUDGET AND EMERGENCY DEFICIT CONTROL ACT OF 1985 SO THAT THE LAW'S AUTOMATIC SPENDING CUTS PROCEDURE WOULD BE REINSTATED WITH FINAL AUTHORITY FOR THE CUTS RESIDING IN THE OFFICE OF MANAGEMENT AND BUDGET. THE AMENDMENT WOULD ALSO REQUIRE THE PRESIDENT TO SUBMIT HIS BUDGET REQUEST TO THE CONGRESS BY THE FIRST TUESDAY IN FEBRUARY OF EACH YEAR.
