TO TABLE THE WILSON, CA) AMENDMENT TO S 2638, THE NATIONAL DEFENSE AUTHORIZATION ACT OF 1987, WHICH WOULD PREVENT FUNDING FOR THE FULL SCALE DEVELOPMENT OF THE SMALL MOBILE INTERCONTINENTAL BALLISTIC MISSILE OR FOR THE DEPLOYMENT OF ANY MORE THAN 50 MX MISSILES UNLESS THE SECRETARY OF DEFENSE CERTIFIES THAT BOTH WEAPONS WOULD BE ABLE TO SURVIVE AN ENEMY ATTACK AND ALSO COST MORE FOR AN ENEMY TO DESTROY THEM THAN IT WOULD BE TO BUILD THEM.
