TO RULE ON THE GERMANENESS OF THE MATTINGLY, GA) AMENDMENT TO HJ RES 738, THE CONTINUING APPROPRIATIONS BILL, WHICH WOULD MODIFY AGRICULTURAL DISASTER PAYMENT PROVISIONS OF THE BILL SO THAT PAYMENTS WOULD BE IN THE FORM OF CERTIFICATES OF OWNERSHIP OF SURPLUS COMMODITY STOCKS HELD BY THE COMMODITY CREDIT CORPORATION AND MAKE COMPARABLE REDUCTIONS IN EMERGENCY DISASTER LOANS ISSUED BY THE AGRICULTURAL CREDIT INSURANCE FUND. THE AMENDMENT WOULD ALSO LIMIT THE AGGREGATE VALUE OF THE CERTIFICATES TO $190 MILLION AND TO $100,000 FOR AN INDIVIDUAL PRODUCER.
