TO ADOPT A MOTION TO WAIVE SECTION 303 OF THE CONGRESSIONAL BUDGET ACT OF 1974 WITH RESPECT TO THE CONSIDERATION OF S 1200, THE IMMIGRATION REFORM AND CONTROL ACT-CONFERENCE REPORT. THE WAIVER IS NECESSARY BECAUSE THERE IS NO PROVISION IN THE BUDGET ACT FOR EXPENDITURES THAT WOULD ENSUE IF THE BILL CREATES A NEW ENTITLEMENT BY GRANTING LEGAL STATUS TO MILLIONS OF PEOPLE WHO CAN PROVE THAT THEY ENTERED THE U.S. PRIOR TO JANUARY 1, 1982.
